In 1948, concurrent with its establishment of the Organization of American States (OAS), the Ninth Pan-American Conference adopted the American Declaration on the Rights and Duties of Man, which, unlike the Universal Declaration of the UN adopted seven months later, set out the duties as well as the rights of individual citizens. Subsequently, in 1959, a meeting of the American Ministers for Foreign Affairs created the Inter-American Commission on Human Rights, which has since undertaken important investigative activities in the region.
