As in England, the adoption of a railed pavement in North America was originally tied to gravity operation but later was adapted for the locomotive. In the United States the earliest railed pavements were in or adjacent to Boston, where in 1807 (when it was decided to flatten the top of Beacon Hill in order to enlarge the Massachusetts statehouse) a tramway was constructed to carry gravel to the base of the hill to begin filling the Back Bay.
